The Influence of Community Agricultural Policies and of National Energy Policies on Biomass and Energy Production within the Farm in Italy

Abstract:

The enforcement of CAP through measures of the rural development plans in Italy has encouraged the biomass production for energy use. The national energy policy has made it possible to support the establishment of biomass power plants. The cultivation and production of biomass was considered a good opportunity for the farm over the period when public subsidies were granted. Actually, the production of biomass for energy without any public support may prove economically viable for farms only in case a complete energy production chain is realized within the farm. In fact, only the farms that established dedicated energy crops and produced energy (thermal and electrical cogeneration) have achieved significant income gains thanks to the integration and synergy with cereal, horticultural, viticultural or livestock activities. Whereas large biomass power plants use large amounts of raw material that local resources are not always able to supply, mini power plants (<1 MW) within farms can represent ideal solutions to optimize the resources available. Two types of plants for the production of energy within the farms, wood biomass and biogas of equal installed capacity, are considered to evaluate the operating margin.
