Abstract:
Finland has set itself ambitious biofuel targets in transport. The national legislation requires 6 % biofuels in 2011 – 2014 (calculated as energy), and then the obligation gradually increases to 20 % in 2020. Sustainable biofuels are seen as a great chance for the Finnish industrial actors. To achieve a target which is basically twice that of the European Union, some special measures and good cooperation among all actors are required. The enabling factors include an obligation law for biofuels, a new taxation scheme for transportation fuels and special funding for biofuels R&D&D. The paper describes the legal framework and gives examples of some joint development and demonstration projects in the end-use sector.
